Domestic Learners
Domestic learners (New Zealand citizens and permanent residents) may be eligible for free or subsidised study under government funding schemes administered by the Tertiary Education Commission (TEC). Eligibility is subject to programme availability, enrolment criteria, and funding conditions.
Domestic learners typically need to:
- ✓Complete a WIE application form
- ✓Undertake a placement assessment to determine the appropriate level
- ✓Provide evidence of identity (NZ ID, birth certificate, or passport)
- ✓Meet any programme-specific entry requirements
Note: Free study is not guaranteed for all learners or all programmes. Eligibility depends on current government funding availability and WIE's enrolment capacity.
International Learners
International learners must hold a valid New Zealand student visa to study at WIE. WIE is an NZQA-approved provider and can issue a Letter of Offer to support your student visa application.
International learners typically need to:
- ✓Complete a WIE application form
- ✓Undertake a placement assessment (online test and speaking interview)
- ✓Provide a copy of your passport
- ✓Provide evidence of English proficiency (if applicable)
- ✓Pay tuition fees and any applicable enrolment fees
- ✓Apply for and obtain a New Zealand student visa

English Language Entry
NZCEL is designed for learners who are not yet proficient in English. Therefore, there is no minimum English language requirement for entry — you can start at any level appropriate to your current ability.
To determine your starting level, WIE requires all applicants to complete a placement assessment before enrolment. This typically includes:
- •Online placement test: Assesses reading and grammar knowledge
- •Speaking interview: Assesses speaking ability and communication skills
The placement assessment helps WIE recommend the most appropriate starting level for your individual needs and goals.
Placement Assessment
WIE uses a standardised placement process to ensure all learners are placed at the appropriate NZCEL level. The placement assessment is conducted:
- ✓Before enrolment (for new students)
- ✓At the start of each term (for returning students progressing to a new level)
The assessment is not a pass/fail test — it is a diagnostic tool to help determine which level will best support your learning.

Programme-Specific Requirements
Some NZCEL programmes may have additional requirements. For example:
- •Level 4 (Academic) & Level 5: May require completion of Level 3 or equivalent, or demonstration of sufficient English proficiency through the placement assessment.
- •Level 3 (Applied): May require evidence of employment or vocational intent.
