What is NZCEL?
The New Zealand Certificate in English Language (NZCEL) is a national qualification that recognises the English language achievement of learners who are not yet proficient in English. It is part of the New Zealand Qualifications Framework (NZQF) and is available at six levels, from Foundation (Level 1F) to Advanced (Level 5).
NZCEL qualifications are designed for learners who need to use English for everyday communication, workplace purposes, or academic study. Each qualification is structured around specific learning outcomes across four language skills: listening, reading, writing, and speaking.
The qualification is aligned with the Common European Framework of Reference for Languages (CEFR), an internationally recognised standard for describing language ability. This means that NZCEL levels can be compared with English qualifications in other countries.

Levels and Strands

The General strand focuses on everyday and social communication. The Applied strand prepares learners for workplace and vocational contexts. The Academic strand develops English skills needed for tertiary study, including academic reading, research, and formal writing.
Credits and Assessment
Each NZCEL qualification consists of 60 credits. Credits are awarded when learners successfully demonstrate the required learning outcomes across the four language skills.
Assessment covers four core skills:
- Listening: Understanding spoken English in academic, social, and workplace contexts
- Reading: Comprehending written texts appropriate to the level
- Writing: Producing written texts such as emails, essays, and reports
- Speaking: Communicating effectively in spoken English
